概要 [Doctoral thesis] The Central question of this study is whether and how civil society may contribute to the democratisation process. In investigating this question, it will be argued that the impact of civil associations (CAs) in promoting democracy cannot be assessed solely on the basis of their democratic attributes, but must be analysed in the context of their interaciton with other clusters of power including international political forces, the state and political society.
The thesis is based on the historical analysis of the emergence of an embryonic civil society in Cambodia, a survey of 60 Cambodian CAs, and detailed case studies of selected CAs. More than 220 CAs sprang up in the 1990s, providing a means for people to organise themselves and promote their interests. Yet these CAs found it difficult to influence the government so as to respect the key conditions of democratic politics.
